Structure: 17 columns = stub "Type of election" (spanning all three heading levels) plus four groups of four columns (All R, RC, RM, RD elections), each group carrying the spanning subhead "Elections conducted" over the same four column headings. The footnote marker 1 is printed only on "Resulting in certification" in the All R elections group; the identical heading in the RC, RM and RD groups carries no marker. The indented "Rerun required" / "Runoff required" lines after each election type carry a figure only in the "Resulting in a rerun or runoff" column of each group; every other cell on those lines is a dash rule in the scan and is transcribed as "". No arithmetic was performed on the cells, but as a read-back check every printed relation holds: within each group Total = Withdrawn + Rerun/runoff + Certification for all six election types; the five election-type rows sum to the "All types" row in all 16 value columns; and "Rerun required" + "Runoff required" equals the "Resulting in a rerun or runoff" figure on each corresponding line, with the sub-line components summing to the "All types" sub-lines. This consistency supports the digit readings, including the ones most at risk in this scan: "126" (Regional director-directed, RD elections / Resulting in certification) and "609" (Stipulated elections, RD elections / Resulting in certification), both of which print with a slightly blotted final digit but are confirmed by 129 = 0 + 3 + 126 and 613 = 0 + 4 + 609. Typography: the scan renders many dotted letters oddly ("elec-tions" appears as "elec-ticns", "in" as "ın"); these are reproduced as the intended words. The source sets thousands with a space after the comma ("9, 795"), normalized here to "9,795" as instructed.
