201 of 203 figures sit in a row or column sum that works out. 2 cells break a sum: 'A. By number of cases involved', column 2: prints 10,607, the subtotals in columns 3 to 9 add to 0; 'From employer and union', column 2: prints 14, the subtotals in columns 3 to 9 add to 28.
p. 289. 14 columns: stub, "Total all", then six Employer and six Union columns. Footnote markers appear in the caption ("Fiscal Year 1977 ¹", caption excluded per instructions) and on the "A. By number of cases involved" total (raised 2 before 10,607, transcribed as 10,607^2), but no footnote text is printed within this crop, so `footnotes` is empty; the footnote block presumably falls below the cropped area or on the facing page. Doubtful cell: row "Notice posted", Employer / Agreement of parties / Formal settlement. The leading digit is broken in the scan and could read as a 1 or a 3 (it prints roughly as "|26"). I transcribed it as 126; with 126 the printed Employer total of 3,532 reconciles exactly (2,677+126+5+494+230), whereas 326 would give 3,732, so 126 is almost certainly what is printed. No value was altered anywhere else. The crop shows only section "A. By number of cases involved"; the table continues (section B and any further panels) beyond the bottom of this image. In the "Reimbursement of fees, dues, and fines" row there is a stray ink line running up to the Union/Board value 12 from below — it is a scanning artifact, not a footnote marker; the value reads 12. All row-level and column-level sums in the transcribed grid reconcile with the printed totals, so no misprints are suspected.
p. 290. The crop is a continuation page: no column headings are printed on it, so header_rows is empty. The grid has 14 columns (stub + 13 value columns), counted from the vertical rules and confirmed by the fully populated row "C. By amounts of monetary recovery, total". Blocks of dashed rules (rows "Employees offered reinstatement, total" through "Employees placed on preferential hiring list" in columns 8-13, and "Hiring hall rights restored"/"Objections to employment withdrawn" in columns 2-7) are transcribed as "". Reading checks: in every numeric row the sum of columns 3-7 equals column 2, the sum of columns 9-13 equals column 8, and columns 2+8 equal column 1, which supports the column placement throughout. Punctuation/label doubts: (a) the section letter at the top reads "B" with no visible period, although "C." lower down clearly has one — the period may have been lost in the scan; (b) the group label "Employees receiving backpay" ends in a mark that scans as a single dot — transcribed as a colon by parallel with "Employees reimbursed for fees, dues, and fines:"; (c) the last row is printed "Reimbursement of fees, and fines" — the word "dues," appears to be missing relative to the matching stub label and footnote wording, transcribed as printed; (d) the last row of the fees group reads "From employer and un- / ion" (no "both"), unlike the backpay group's "From both employer and union"; the line break makes this slightly uncertain. In footnote 1 the periods after "terms" and at the end of the sentence are not visible in this scan (thin punctuation is dropped in places) and have been supplied as normal sentence punctuation. The vertical running word "Appendix" in the right margin and the leader dots after row labels are omitted; a small stray ink tick near columns 12-13 of the "From both employer and union" backpay row is a scan artifact, not a digit or marker.
