Formal Actions Taken in Representation and Union Deauthorization Cases, Fiscal Year 1977

p. 286. Three printed lines carry a label with no values and are transcribed as section rows with empty cells: "Review of regional directors' decisions" (the following "Requests for review received" is printed on its own line, more deeply indented, and carries the figures), "Regional directors' decision" (heading over Affirmed/Modified/Reversed) and "Outcome:" (heading over Election directed/Dismissals on record). The punctuation after "Outcome" is a small smudged mark in the scan; it is almost certainly a colon, and it is transcribed as one. "Review of regional directors' decisions" is printed without a colon. Arithmetic check (not applied to any cell, reported only): the "Total formal actions taken" column equals RC + RM + RD in every row and excludes the UD column — e.g. 2,402 + 90 + 207 = 2,699 for "Hearings completed, total", and 625 + 9 + 42 = 676 for "Requests for review received". Every row of the body is internally consistent on that basis, and the Granted/Denied/Remanded rows sum down to the "Board action on requests ruled upon, total" row in all six columns, so no misprint is suspected. The scan carries stray ink artifacts: a thin near-vertical pen-like stroke crossing the leader dots of the "Decisions issued, total", "By regional directors" and "Elections directed" rows, and a short mark in the left margin near the footnote line. Neither obscures a label or a figure. The vertical rule separating the RD and UD columns is a doubled rule in the original; it is a rule, not a column.

p. 287. The crop is a continuation page ("—Contd.") of Table 3B; it carries the full column headings but begins mid-table, so earlier rows of the table are on the preceding page. Seven columns: stub, "Cases in which formal actions taken", then the five columns under the spanner "Formal actions taken by type of case" (Total formal actions taken, RC, RM, RD, UD). The rules confirm that UD sits outside the RC/RM/RD group and is not included in the "Total formal actions taken" column: e.g. 1,320+47+93=1,460 and 356+18+19=393, while UD is 19 and 10 respectively. Doubtful/dirty cells: in the row "Withdrawn before request ruled upon" there is a small comma-shaped ink speck just left of the RM value; the value itself is a clear 0. A stray diagonal pen stroke crosses the stub just above "Review of Regional directors' supplemental decisions", and a small horizontal speck sits above the RM value of "Board action on request ruled upon, total"; neither is a footnote marker and no footnote markers appear anywhere on this crop. Arithmetic as printed (not corrected): the "By Board" line does not equal the sum of its two indented components. Cases: 1,051+46=1,097 vs 1,095 printed; Total formal actions: 1,024+45=1,069 vs 1,076 printed; RC: 922+44=966 vs 973 printed. RM (29), RD (74) and UD (9) do reconcile. All other subtotals check out (587+464=1,051; 563+461=1,024; Granted/Denied/Remanded sum to the "Board action on request ruled upon" line; Affirmed/Modified/Reversed sum to the "Board decision after review" line of 7). "Review of Regional directors' supplemental decisions" and "Regional directors' decisions" are section labels with no values; their lines are printed over two lines and one line respectively. The capitalisation of "Regional" in the first of those is as printed.
