The caption carries footnote marker 1, but the footnote text is cut off by the crop: only a horizontal rule and the top edge of one line of text appear below the table, illegible. So `footnotes` is empty even though at least one footnote exists on the page. Cells rendered as "" are either blank or a printed dash rule (------), which the table uses for not-applicable combinations; per the instructions both are transcribed as "". In the "10(k) notices of hearings issued" row, only the first two columns and CD-Jurisdictional disputes (70) carry values; the CA/CB/CC cells carry dash rules and the cells from CD-Unfair labor practices rightward are blank or dash-ruled. Arithmetic cross-check (not used to alter any cell): on every data row the "Total formal actions taken" figure equals the sum of the 11 type-of-case columns to its right, which supports the column assignments. No misprints detected. The column rule placement makes "45" in the CD block clearly sit under "Jurisdictional disputes" (rows: Hearings completed total, Initial ULP hearings, Decisions and orders by the Board total, Contested Initial ULP decisions); the adjacent smaller figures sit under "Unfair labor practices". A faint vertical strip of the running head (rotated page text) is visible along the right edge of the image and is not part of the table.
