251 of 251 figures sit in a row or column sum that works out.
p. 273. 15 columns: stub + 4 summary columns + four Number/Percent pairs under "Elections in which representation rights were won by—" + a Number/Percent pair under "Elections in which no representative was chosen". Decimal points: this is a coarse 1-bit scan in which many printed periods have dropped out, so numerous cells render as e.g. "100 0", "25 1", "7 8", "47 4". Every value in the four percent columns and the cumulative-percent column is a one-decimal figure, and I have written the decimal point in each. The restoration is confirmed by arithmetic, not guessed (see below). The same artifact is why the section line reads "A Certification elections (RC and RM)" on the image; I transcribed it with the period, "A. Certification elections (RC and RM)", matching the usual style of this table. Verification performed (all passed exactly, which is why confidence is high): "Number eligible to vote" sums to 134,721; "Total elections" sums to 2,103; the five Number columns sum to 587, 283, 47, 91 and 1,095; in every size-class row the five Number columns add to that row's "Total elections"; the "Percent of total" column running-sums to exactly the printed "Cumulative percent of total" at every row; and each of the five percent-by-size-class columns sums to exactly 100.0. Apparent rounding oddities, transcribed as printed and not corrected: in the "Under 10" row, AFL-CIO 25.1 (148/587 = 25.2), Teamsters 41.0 (117/283 = 41.3), other local 17.5 (16/91 = 17.6), no-representative 22.2 (241/1,095 = 22.0), and "Percent of total" 25.5 (532/2,103 = 25.3). In each case the printed figure is the one that makes its column total exactly 100.0, so these look like deliberate top-row adjustments by the compiler rather than scan errors. Blank/dash cells: wherever a Number is 0 the matching percent cell holds a dash rule and is transcribed as ""; the "Cumulative percent of total" cell of the total row is likewise a dash rule. The "3,000 to 9,999" row's last percent cell is also a dash rule. Crop: the body is cut off after "3,000 to 9,999". Any further size classes (e.g. 10,000 or more), the panel "B. Decertification elections", and any footnotes printed under the table are not on this image.
p. 274. Continuation/right-hand page of a two-page spread: the only heading printed on this crop is the panel label "B. Decertification elections (RD)", which runs between two full-width rules over all 14 value columns. The individual column headings (and the stub heading) are printed on the facing page and are not on this image, so nothing below that one heading level was reconstructed. The 15 columns were counted from the data alignment and the column rules: stub, then (1) employees, (2) number of elections, (3) percent, (4) cumulative percent, then five number/percent pairs whose counts sum to 174 (17+10+1+1+145) exactly. Decimal points: this scan drops most printed periods, so many percentage cells appear as "34 7", "100 0", "88 1". They are transcribed with the decimal point, because every value in those columns carries exactly one decimal place and the cumulative-percent column (col 4) adds up consistently when read that way (34.7+19.0=53.7, 53.7+15.5=69.2, ... 99.4+0.6=100.0). The same faint-period issue affects the panel heading, where "B" is followed by an unusually wide gap; it is transcribed as "B." but the period itself is not legible. Doubtful cells: row "Under 10", last column, reads "39 2" in the scan; 57/145 = 39.3, so the final digit may be a 3 rather than a 2. Row "Under 10", column 3 (percent) and column 4 (cumulative percent) both read 34.7, although 60/174 = 34.5; the two cells agree with each other and the rest of the cumulative column follows from 34.7, so they are transcribed as printed. Suspected source omission: no "400 to 499" row is printed between "300 to 399" and "500 to 799", even though other empty size bands (90 to 99, 110 to 119, 160 to 169) are printed with zeros. This is not a crop problem — the cumulative-percent column runs 98.3 then 99.4 with no gap, so no row is hidden by the crop. Cells printed as dash/leader rules are given as "". The vertical "253-831 O - 78 - 18" at the left margin is a printer's signature mark, and "Appendix" / "259" are the running head and page number; none are table content.
