The grid has 14 columns = stub + 13 data columns, read off the column rules; the body breaks into two blocks of six columns (columns 1-6 and 7-12) plus a wider final column 13. Within each six-column block the first column is a block total, the second is an AFL-CIO sub-column and the next four are Teamsters, Other national, Other local sub-columns, which is how the single values in the sparse rows were assigned (e.g. the lone "3" in panel C "Other national unions" sits in column 11, the lone "0" in panel D "AFL-CIO v. National" also in column 11, and the lone "0" in panel C "Other local unions" in column 12). The two banner lines "C. Elections in RM cases" and "D Elections in RD cases" are centered section lines inside the body; they are transcribed as label-only rows. The scan shows no period after the "D" of the second banner although section C has one; likewise "AFL-CIO v AFL-CIO" and "AFL-CIO v Local" (panel C) and "AFL-CIO v Local" (panel D) show no period after "v" while panel D's "AFL-CIO v.
