Reader’s notes
p. 257. 12 columns: stub plus "Total elections" (a tall heading spanning both header levels) plus five Number/Percent pairs. The stub column has no printed heading, so cell 0 of each header row is empty. Decimal points in the percent columns are faint in this scan and several print as a gap (e.g. "8 6", "2 9", "9 7", "4 0", "10 3", "13 5", "36 8"); every one of these is a one-decimal percentage and other cells in the same columns show the point clearly ("4.4", "2.1", "3.8", "1. 1"), so they are transcribed with a decimal point. No percent value in this table is a whole number greater than 9 except where the point is visible. Percent cells printed as a dash rule (zero cases) are transcribed as "": Consent elections / Objections and challenges Percent; Expedited elections / all four percent columns shown as rules; Board-directed elections / Objections only Percent, Objections and challenges Percent, Total objections Percent. Section lines "By type of case," and "By type of election," carry labels only and are transcribed with the trailing comma as printed. Internal arithmetic checks out throughout (Objections only + Objections and challenges = Total objections; Challenges only + Objections and challenges = Total challenges; both the type-of-case and the type-of-election breakdowns sum to 2,343), so no misprints are suspected.
