  1. 1 See Glossary for definitions of terms.
  2. 2 The States are grouped according to the 10 Standard Federal Administrative regions.

761 of 762 figures sit in a row or column sum that works out. 2 cells break a sum: 'Utah', column 11: prints 16, columns 12 to 14 add to 17; 'Region VIII', column 14: prints 13, rows 'Colorado' to 'Wyoming' add to 14.

Reader’s notes

p. 247. The crop ends immediately after the "Region IV" subtotal line; the table continues on the following page(s), and the footnote texts for markers 1 (on the caption) and 2 (on the stub heading "Standard Federal regions") are not printed on this image, so `footnotes` is empty. Column structure: 17 columns — stub, "All cases", eight columns under "Unfair labor practice cases" (All C cases, CA, CB, CC, CD, CE, CG, CP), four under "Representation cases" (All R cases, RC, RM, RD), then the three tall single headings UD, AC, UC. "All cases" and the stub heading span both heading levels and are repeated in each. Verification: every region subtotal (I–IV) equals the sum of its member rows in all 16 numeric columns, and every row's "All cases" equals All C + All R + UD + AC + UC, so no misprints were detected. One cosmetic point: a small stray ink speck sits just left of the Florida RC value (60); it is page dirt, not a digit or footnote marker, and 60 is confirmed by the Region IV RC subtotal of 340.

p. 248. This crop is a continuation page: no column headings are printed on it, so header_rows is empty. The grid has 17 columns (stub + 16 data columns), counted from the vertical column rules; the first six rows (Illinois through Wisconsin) are the tail of the Region V block whose earlier States fall on the preceding page. Verification: I cross-footed each of the 16 data columns against its printed region total. Every column in Regions V, VI, VII, IX and X agrees exactly. In Region VIII, 15 of 16 columns agree; the 13th data column does not. Its State entries as printed (Colorado 6, Montana 1, North Dakota 4, South Dakota 1, Utah 1, Wyoming 1) sum to 14, but the printed "Region VIII" total in that column is 13. I re-examined the block and read the same digits both times, so this is transcribed as printed — either a misprint in the source or a one-unit discrepancy the Board left standing. The candidate doubtful cells, if a digit is misprinted rather than the total, would be North Dakota or Colorado in that column; nothing in the image supports changing either, so neither was altered. The page has a slight downward skew toward the right, so values in the last three data columns sit progressively lower than their row's baseline. Rows were assigned by nearest baseline, and the exact agreement of those three columns with every region total in five of six blocks confirms the row alignment. The footnote markers 1 and 2 belong to the caption and column headings on the preceding page; no footnote marker is attached to any value, label or heading on this crop.
