0 of 23 figures sit in a row or column sum that works out.
p. 42. Structure: the crop holds two separate stacked lists of obligations and expenditures, each a two-column stub/amount list with no printed column headings (hence header_rows is empty). Rows 1-12 are the first list (the fiscal-year figures, ending in the total 80,202,602^1); rows 13-23 are the second list, introduced by a line of running prose printed between them that reads "The obligations and expenditures of the Board for the transition quarter (July-September 1976) are as follows:". That sentence is body text, not a table row, so it is not included in rows; the same applies to a line of text clipped at the very top edge of the crop (only the bottoms of its letters show), which is presumably the corresponding lead-in sentence for the first list. Verification: both amount columns were summed and each matches its printed total exactly (55,537,793 + ... + 100,187 = 80,202,602; 12,491,307 + ... + 11,589 = 18,542,182), so no misprints are suspected and the digits are well corroborated. Footnote markers: in each list the raised 1 is printed to the left of the total amount; it is recorded after the value as ^1 per convention. No dollar sign is printed on either total. The dollar sign appears only on the first line of each list, as transcribed. Crop damage: the second footnote is cut off at the bottom of the image. Its first line ("Includes reimbursable obligations distributed as follows", followed by what appears to be a stray raised point or period) is legible and transcribed; the indented sub-item line beneath it, "Personnel compensation" with its dollar amount at the right margin, is sliced by the bottom edge so that only the upper fragments of the glyphs survive. The amount looks like $265 but cannot be read reliably, so that line is omitted from the footnote rather than guessed. Minor typography: "Equipment" is printed with a wider gap before its leader dots in both lists; this is spacing only and the label is unchanged.
