Reader’s notes

p. 38. The crop is not one table: it contains two separate in-text tabulations from the narrative pages of the 1977 report, separated by about nine lines of running prose, which are not transcribed. Rows 1-6 ("Total NLRB cases ruled on" through "Set aside") are the first tabulation, on appeals-court action on NLRB cases; rows 7-12 ("Granted" through "Awaiting action at end of fiscal year") are the second tabulation, introduced in the intervening text by the line "NLRB injunction activity in district courts in 1977:". If only one table was intended by this crop, the two blocks should be split at the boundary between row 6 and row 7. Neither block prints column headings, so header_rows is empty; both have a single unlabeled figure column. The lead-in sentence that would have introduced the first tabulation is cut off at the top edge of the crop (only the tops of a few letters survive), and the left margin of the intervening prose lines is cut off by the crop, though the tabulated row labels themselves are complete. A double rule is printed under the 260 in the first block (total rule, not a marker). Both blocks are internally consistent as printed: 177+31+10+2+40 = 260 in the first; the second prints no total.
