p. 35. This is an indented breakdown list rather than a ruled table: no column headings are printed, so header_rows is empty. The numbers fall into three distinct right-aligned value columns, assigned here by their printed horizontal position: column 1 (innermost, right-aligned at the leftmost of the three stops) holds the lowest-level detail figures (1,020; 16; 46; 45; 79; 108; 513; 16; 2; 3); column 2 holds the mid-level figures (1,127; 700; 21; 469; 563; 7); column 3 holds the top-level figures (2,887; 1,848; 1,039). The stub reproduces the printed indentation hierarchy only through the label wording, not through added leading spaces. The line "A breakdown of Board decisions follows:" above the first row is introductory running text, not a table row, and has been omitted. A double rule is printed beneath the "Total Board decisions" line, separating the total from the breakdown; it is not transcribed as a row. Line-broken labels were joined and end-of-line hyphens repaired: "jurisdic- tional" -> "jurisdictional", "challen- ges" -> "challenges", "regional di- rectors" -> "regional directors", "regional di- rector decisions" -> "regional director decisions". The hyphen in "Union-deauthorization" is a real hyphen within the line, not a break, and is kept. All printed figures are internally consistent as transcribed (1,020+16+46+45=1,127; 79+108+513=700; 16+2+3=21; 1,127+700+21=1,848; 469+563+7=1,039; 1,848+1,039=2,887), which corroborates both the digits and the column assignments. No cells are illegible or doubtful; nothing appears cut off by the crop.
