13 of 13 figures sit in a row or column sum that works out.
p. 269. Six printed columns: stub, Total, then Employer / Union / Courts / State boards. The spanner rules under "Number of cases" and "Identification of petitioner" both begin to the right of the vertical rule that closes the "Total" column, so both spanners are transcribed as covering only the four petitioner columns, and "Total" is treated as a tall heading repeated in all three levels. The stub column carries no printed heading, hence the empty cell in every header level. "Em-/ployer" is hyphenated across two lines in the original and has been joined. The stub column has no heading and the footnote marker 1 appears only on the caption (excluded per instructions). All cell values are clearly legible; no doubtful digits.
