Eleven columns: stub plus five two-column panels (All R, RC, RM, RD, UD cases), each with "Number of cases" and "Percent of cases closed".\n\nDecimal points dropped out of the scan in six percent cells, which print as a digit, a gap, then a digit: "62 1" (Before issuance of notice of hearing / RM percent), "59 2" (same row / RD percent), "44 3" (After issuance of notice before close of hearing / All R percent), "47 4" (same row / RC percent), "22 4" (same row / RM percent) and "8 7" (After issuance of regional director's decision / RD percent). Every other cell in those columns carries a visible one-place decimal point, and each panel's percent column sums to exactly 100.0 only when these are read as 62.1, 59.2, 44.3, 47.4, 22.4 and 8.7, so they are transcribed with the decimal point restored. No digits were altered.\n\nTwo percent cells hold a dash rule rather than a value and are given as "": "After hearing closed before issuance of decision" / RD percent, and "After issuance of Board decision" / UD percent. The corresponding "Number of cases" cells in both rows are a printed 0 and are kept as 0.\n\nAll arithmetic cross-checks hold as printed: each panel's five stage rows sum to its "Total number of cases closed", and the RC, RM and RD numbers sum to the All R numbers in every row.\n\nThe caption carries footnote marker 1, but the caption itself is omitted per instructions; the footnote text is retained.
