Four printed columns: stub, \"Cases in which formal actions taken\", and the two columns AC and UC under the spanner \"Formal actions taken by type of case\".\n\nArithmetic as printed: in several upper rows the AC and UC cells do not sum to the first column — Hearings completed 10+104=114 vs 129; Decision issued after hearing 8+95=103 vs 111; By regional directors 5+91=96 vs 103; By Board 3+4=7 vs 8; Transferred by regional directors for initial decision 3+3=6 vs 7. From \"Review of regional directors' decisions\" downward the rows do add. The columns are internally consistent (103+8=111; AC 5+3=8; UC 91+4=95), so the cells were transcribed as printed without correction; the discrepancy is in the source.\n\n\"Regional directors' decisions\" is a label-only line introducing the indented Affirmed/Modified/Reversed rows, so its value cells are empty.\n\nThe footnote marker 1 is attached to the caption (\"...Fiscal Year 1976 1\"), which is excluded per instructions; the footnote text itself is retained.
