0 of 11 figures sit in a row or column sum that works out.
p. 37. The crop shows a list-style financial statement set in running text, not a ruled table: there are no printed column headings, so header_rows is empty. The grid has two columns, the stub (object-of-expenditure label) and a single unlabeled amount column. The dollar sign is printed only on the first amount ($47,691,664); the remaining amounts are printed without it, as transcribed. A rule separates the item lines from the total line. The 11 printed item amounts sum to exactly 68,513,806, matching the printed total, which supports the digit reading. The partial line at the very top of the crop ("Board for the fiscal year ended June 30, 1976, are as follows:") is the cut-off lead-in sentence introducing the list and is excluded as caption text. Footnote 9 is cut off by the bottom edge of the crop: its sub-list of reimbursable obligations begins with "Personnel compensation ... $17,867" (that line is itself clipped through its lower half, and further sub-items almost certainly continue below the crop). Footnotes 6, 7 and 8 belong to text on the page above the list, not to this table, but they are printed in the same footnote block and so are included. In footnote 7 the abbreviation is printed as "U.S" and in footnote 8 as "No" without a clearly inked terminal period; both are transcribed as seen.
