p. 31. This is an untitled in-text breakdown (no caption, no column headings, no rules other than the double rule under the top total), so header_rows is empty. The grid has 4 columns: the stub plus three value columns that encode the indent level of the figure — column 1 holds the deepest-level detail figures (927, 8, 39, 59, 122, 112, 403, 4, 3, 1), column 2 the mid-level subtotals (1,033; 637; 8; 441; 563; 3), and column 3 the outermost totals (2,685; 1,678; 1,007). Crop issues: the left edge of the image is cut. A partial line of running prose sits above the table ("...down of Board decisions follows:", i.e. the sentence introducing the breakdown); it is not a table row and is excluded. The first row's label is clipped to "tal Board decisions"; it is transcribed as visible but is plainly "Total Board decisions" in the source. All other row labels begin with an indent and are intact. Column assignment is corroborated by the arithmetic, which checks out exactly: 927+8+39+59=1,033; 122+112+403=637; 4+3+1=8; 1,033+637+8=1,678; 441+563+3=1,007; 1,678+1,007=2,685. No printed value appears to be a misprint. A small stray ink mark sits just to the right of the figure 122 (row "After transfer by regional directors for initial decision"); it is a scan artifact, not a footnote marker or digit, and is not transcribed. Multi-line labels were joined and end-of-line hyphens repaired: "jurisdic-/tional", "di-/rectors", "di-/rector", "decis-/ions"; "and/" + "or challenges" was joined to "and/or challenges". The genuine hyphen in "Union-deauthorization" is kept.
