Reader’s notes
p. 266. Six columns: stub plus Total, Employer, Union, Courts, State boards. The stub column carries no printed heading, so it is empty at all three header levels. The spanner "Number of cases" (and the sub-spanner "Identification of petitioner" beneath it) is ruled to cover only the four petitioner columns; the "Total" column is a tall cell running the full height of the header and is therefore repeated at all three levels rather than placed under "Number of cases". All values are clearly legible and the component columns sum to the printed totals in every row.
