Row labels are printed at four indentation levels (Total, all; the three method groups; Before/After hearing; By regional director's/Board decision); the indentation is not represented in the grid, so the two "Before hearing"/"After hearing" pairs and the repeated "By regional director's decision"/"By Board decision" lines recur verbatim under each group, in printed order. All printed sums check out internally (AC 37+11+18=66; UC 32+123+150=305), so no misprints are suspected. The scan is slightly degraded on some dotted-i characters (e.g. "Certification", "clarified", "Dismissed", "decision"), but every digit is legible and unambiguous. No footnotes are printed under the table.
