The stub has no printed heading, so cell 0 of both header levels is empty; "Total" spans both header levels and is repeated. The six section lines ("All cases", "Unfair labor practice cases^2", "Representation cases^3", "Union-shop deauthorization cases", "Amendment of certification cases", "Unit clarification cases") are printed centered over the value columns as band headings with no values; they are transcribed as label-only rows. In the Union-shop deauthorization block, every column except Total and Individuals is filled with a dashed rule, transcribed as "". Printed zeros (Amendment of certification: Individuals for "Pending July 1, 1974" and "Closed fiscal 1975", Employers for "Pending June 30, 1975"; Unit clarification: "Other national unions" for "Pending June 30, 1975") are kept as 0. Arithmetic check (not applied to the cells, only for verification): all 30 data rows sum across the six filing-party columns to the printed Total, and each column's five section subtotals sum to the "All cases" figure. No misprints detected. Footnote 1 appears to lack the sentence period after "terms" in this scan (a wide gap is printed before "Advisory"); the final "table 22" likewise shows no terminal period. Transcribed as printed without adding punctuation. The caption carries footnote marker 1 but the caption itself is excluded per instructions.
