p. 32. This is a simple leader-dot list set in running text, with two columns (stub label and a single value column) and no printed column headings, so header_rows is empty. The introductory sentence at the top of the crop, "The contested decisions follow:", is body text preceding the list and has been omitted rather than entered as a row. There are no footnotes under the list. Scan artifacts: a small stray mark sits above the "p" in "Backpay" and faint specks appear in the leader runs of the "Determinations in jurisdictional disputes", "Representation decisions total" and "After transfer..." lines; none of these are footnote markers and none affect the figures. Printed values are internally consistent: 747+7+34+67 = 855 (unfair labor practice decisions); 101+84+364 = 549 (representation decisions total); 855+549+7+3+1 = 1,415 (total contested Board decisions). The crop appears to end just after the last listed line; nothing is visibly cut off mid-row, though any material below it is outside the crop.
