p. 20. This crop is the small data table printed under a bar chart; the chart itself is above the crop. The topmost line of the image is the chart's legend strip (a cross-hatched swatch labelled "Precomplaint Settlements and Adjustments" and a diagonally hatched swatch labelled "Cases in Which Complaints Issued"). It is a figure legend keyed to the bar shading, not a column heading, and it does not align with the year columns, so it is not included in header_rows. The only printed column headings are the eleven years 1965-1975; the stub column has no heading. Decimal points: the scan is a coarse bitmap and the period in most values has dropped out, so many cells read as a space (e.g. "19 4", "16 1", "35 5") while a few retain a visible point ("36.2", "34.7", "32.3", "31.6", "30.2"). Every value is a one-decimal percentage and the printed decimal point is simply lost to the scan, so all cells are transcribed with the point. This is supported internally: in all eleven years the first two rows sum exactly to the "Total merit factor" row (e.g. 19.4 + 16.1 = 35.5; 17.1 + 13.1 = 30.2), which would not hold under any other reading of the digits. No value was computed or corrected; only the decimal separator was restored. Row label capitalisation is as printed, including the inconsistent capital A in "and Adjustments (%)" in row 1 versus lower case elsewhere. The first two row labels wrap over two printed lines and are joined here. In the "Total merit factor" row the 1970 cell shows a stray mark above the gap between the digits ("34 2"); it is scan noise over the decimal point, not a footnote marker. No footnotes are printed under the table.
