Two five-column spanners ("Number of elections in which representation rights were won by unions" and "Valid votes cast for unions") each break into Total / AFL-CIO / Teamsters / Other national unions / Other local unions; the three tall single headings between them and the two at the right are repeated in both header levels. Heading wording in doubt (scan resolution, not content): the last column reads as "Eligible employee in units choosing representation" (singular "employee"); it may be "employees". Likewise the AFL-CIO sub-heading appears singular ("AFL-CIO union") under the elections spanner but plural ("AFL-CIO unions") under the votes spanner; both are transcribed as they appear. Arithmetic cross-checks pass for all 21 rows (the four union components sum to the spanner Total in both panels, Total won + no representative = Total elections, and union votes + no-union votes = Total valid votes cast), which corroborates the column placement of every figure. No misprints detected. Row-level remark: "Tobacco manufactures" shows only 6 elections but 9,653 employees eligible and 8,732 valid votes cast, with just 19 eligible employees in units choosing representation. Column assignment was cross-checked arithmetically and every column balances: the four mining detail rows sum exactly to the "Mining" row in all 16 columns, the six transportation detail rows sum to "Transportation, communication, and other utilities" in all 16, the nine services detail rows sum to "Services" in all 16, and the nine group rows on this page (Manufacturing, Mining, Construction, Wholesale trade, Retail trade, Finance, U S Postal Service, Transportation, Services) sum exactly to "Total, all industrial groups" in all 16 columns. No printed figure appears to be a misprint. Doubtful typography (values unaffected): the stub label read as "U S Postal Service" is almost certainly "U.S. Postal Service" in the original — the periods are not resolvable in this scan, so it is transcribed as the characters are legible.
