Reader’s notes

p. 226. 15 columns: stub plus seven two-column panels (All C, CA, CB, CC, CD, CE, CP), each with "Number of cases" and "Percent of cases closed". Decimal points in the percent columns are frequently dropped or reduced to a blank space by the 1-bit scan (e.g. the All C total prints as "100 0", CA "Before issuance of complaint" as "84 5", CB "After hearing opened..." as "1 2"). Every percent column in this table is printed to one decimal place, so I have restored the decimal point in each such cell; no digits were altered. Affected cells include: Total row (CB, CD, CE percent); Before issuance of complaint (CA, CB, CC, CD percent); After issuance of complaint (All C, CA, CB, CD percent); After hearing opened (CB, CP percent); After administrative law judge's decision (CA percent); After Board order adopting... (All C, CA, CB, CC, CP percent); After Board decision (CA, CE, CP percent); After Supreme Court action (All C, CA percent). "Total number of cases closed", All C "Number of cases": the digit-group separator images as a period rather than a comma ("27. 016"). Every other four- and five-digit figure in the column uses a comma, so I transcribed it as 27,016. Cells left empty are printed as a dash rule ("------") in the source: the CC, CD, CE and CP percent columns on the "After administrative law practice judge's decision, before issuance of Board decision" and "After Supreme Court action" rows, and the CD and CE percent columns on the "After Board order adopting..." row. Their paired "Number of cases" cells print an explicit 0 and are transcribed as 0. A faint stray mark sits just below "closed" in the CC "Percent of cases closed" heading; it is a scan speck, not a footnote marker, and is not transcribed. The caption carries footnote marker 1, but no footnote text is printed within this crop, so `footnotes` is empty; the note text presumably falls below the cropped region.
