  1. 1 See Glossary for definitions of terms.
  2. 2 The states are grouped according to the 10 Standard Federal Administrative regions.

855 of 855 figures sit in a row or column sum that works out.

Reader’s notes

p. 221. The crop cuts the table off after the Tennessee row: the Region IV subtotal and all later regions continue on the rest of the page, and the footnote texts for markers ^1 (caption) and ^2 (stub heading "Standard Federal regions") are not visible in this crop, so `footnotes` is empty. The table has 16 columns: stub, "All cases", seven unfair-labor-practice columns (All C cases, CA, CB, CC, CD, CE, CP), four representation columns (All R cases, RC, RM, RD), then UD, AC and UC, each under its own tall two-line heading ("Union deauthorization cases", "Amendment of certification cases", "Unit clarification cases"). UD/AC/UC sit on the second heading level under those spanning headings. Doubtful cell: Region I, UD column, printed as "13" followed by a short raised stroke that looks like a hyphen or dash. It is most likely a scanning artifact or a broken piece of the column rule rather than a footnote marker; 13 is also exactly the sum of the six state values above it (4+0+7+2+0+0), so I transcribed it as "13". Arithmetic check: every row's components sum to its "All cases" value, every "All C cases" equals CA+CB+CC+CD+CE+CP, every "All R cases" equals RC+RM+RD, and the Region I, II and III subtotal rows equal the sums of the states listed above them in all 15 numeric columns. No misprints detected in the visible portion.

p. 222. This crop is a continuation page: no column headings are printed on it, so header_rows is empty. The grid has a stub plus 15 numeric columns (counted from the column rules), confirmed by the uniform 15 values in the "Total, all Federal regions" line. The first body line, "Region IV", is a region subtotal whose member states are printed on the preceding page; the states listed immediately below it belong to Region V, and so on (each region's subtotal line is printed BELOW its states, except for the orphaned Region IV line at the top). The blank bands separating the groups are typographic spacing only and are not transcribed as rows. Arithmetic check (not a correction, just verification of column placement): every one of the 15 columns in the Region V, VI, VII, VIII, IX and X subtotal lines equals the sum of the state rows above it, so the column assignments should be reliable. The "Total, all Federal regions" line could not be checked because Regions I-IV's states fall outside this crop. Doubtful cells: in the Utah row there is a small stray ink mark immediately left of the value in column 3 (printed as "' 47") and another immediately left of the value in column 7 ("'0"); both read as printer debris / broken rule rather than footnote markers or digits, and are transcribed as 47 and 0. Region VIII's column-3 and column-7 subtotals (477 and 12) both reconcile with those readings. Faint stray specks also appear in the Utah row near columns 12-13 and in the horizontal rule above the footnotes; they carry no value. Oregon column 3 reads 140, which is unusually low relative to its neighbours, but 140+70+74+14+2+10 = 310 matches the Oregon column-2 figure, so it is transcribed as printed.
