Arithmetic check (values transcribed exactly as printed): AC + UC does not equal the "Cases in which formal actions taken" column in four rows — Hearings completed 16+65=81 vs 98; Decisions issued after hearing 14+62=76 vs 87; By regional directors 11+54=65 vs 75; By Board 3+8=11 vs 12. The two sub-rows of "By Board" do add across (10 = 2+8), but "After review of regional directors' decisions" shows 2 vs 1+0=1. The columns are each internally consistent vertically (75+12=87 and 10+2=12 in the total column; 11+3=14 and 2+1=3 in AC; 54+8=62 and 8+0=8 in UC), so the shortfalls (17, 11, 10, 1) look systematic rather than random, as if a third case-type column were omitted by the printer; nothing of the kind is visible on the page. Transcribed as printed, not corrected. The scan renders the dotted "i" faintly in several labels ("Hearings completed", "Decisions issued after hearing", "initial decision", "regional directors' decisions"); the words are unambiguous in context. The footnote marker 1 at the end of the caption is not carried into the grid because the caption is excluded.
