The crop shows only the body of a two-column table (row label plus a single unlabeled figure column); no column headings, caption or footnotes are printed on this image, so header_rows is empty. In the row "After transfer by regional directors for initial decisions" the scan shows a stray dot immediately after "transfer" (an ink speck or the first leader dot); it is not transcribed as punctuation. The same row's word "initial" begins with a broken/undotted "i" in the scan but reads as "initial". Arithmetic is internally consistent as printed: 828+7+57+59 = 951 (unfair labor practice); 112+44+291 = 447 (representation total); 951+447+10+6+1 = 1,415 (total contested Board decisions), i.e. the clarification-of-unit and amendment-to-certification lines sit outside the representation subtotal.
