Board case backlog

The crop is a chart page, not a conventional table: the transcribed grid is the small data table printed directly beneath the bar chart captioned "Chart No. 11 / BOARD CASE BACKLOG" (caption omitted as instructed). Column headings 1964-1974 are the chart's x-axis year labels, printed immediately above and in exact horizontal alignment with the three rows of figures, so they are used as the single heading level; the word "Proceedings" printed at the left just under the chart frame is used as the stub heading. (A second "Proceedings" appears inside the chart frame as the y-axis title, along with the axis scale 0, 200, 400, 600, 800, 1,000; those are chart furniture and are not transcribed.) The stub labels "C" and "R" are each preceded by a printed legend swatch (solid black for C, horizontal stripes for R); the swatches are not reproduced as text. Every column is internally consistent as printed (C + R = Totals in all 11 years), and all digits were legible. The remainder of the page is narrative text and the section heading "2. Representation Cases", which are not part of the table.
