0 of 28 figures sit in a row or column sum that works out.
p. 26. This crop is the data table printed beneath a bar chart (median days elapsed in representation cases); the three small legend keys printed directly above the second, third and fourth column headings (a solid black square, a diagonally hatched square, a horizontally striped square) are graphical swatches tying each column to a chart series, not text, so they are not transcribed. Only one printed heading level exists. The single short dashes are printed data symbols meaning "not applicable", not dash rules: fiscal 1961 is the only year with a figure under "Close of hearing to Board decision" (65), and 1962 onward is the only range with figures under "Close of hearing to Regional Director decision", consistent with the Board's 1961 delegation of representation-case decisions to Regional Directors. I kept them as "-" rather than blanking them. If the convention for this corpus is to treat any lone dash as an empty cell, those thirteen cells in column 3 and the one in column 4 (row 1961) should be read as "". The numeric columns are not centered under their headings: the fourth column's values sit noticeably left of the center of "CLOSE OF HEARING TO REGIONAL DIRECTOR DECISION". I assigned them to that column because there is no fifth column and the fourth heading is the only one they can belong to. Scan specks, not data: a faint mark left of the 1964 row near the third column, a small dot left of the 1965 row near the third column, and a stray apostrophe-like tick just left of the 1963 value "17" in the fourth column. None of these change a digit. The table's caption/title and any surrounding chart axis labels fall outside the crop.
