p. 22. Four columns: stub (Fiscal Year) plus Precomplaint, Postcomplaint, Total. The stub heading is printed on two lines ("Fiscal" / "Year") and is joined here; the other three headings sit on the lower line, each underscored. Scan artifacts: directly above "Precomplaint" there is a stack of three or four short heavy horizontal bars, and above "Postcomplaint" a solid black rectangle. They carry no legible text and appear to be toner/scanning blobs (or the remnant of a graphic above the table), so no second heading level was recorded; if a spanning heading was printed there it is unreadable in this crop. A thick black rule runs across the top of the crop, and the caption above it is cut off. The final digit of "846" (1964, Postcomplaint) is partly filled in by a dark speck and reads ambiguously, but 2,750 + 846 = 3,596 matches the printed Total, so 846 is used. Small stray marks sit just left of "4,755" (1972, Precomplaint) and in the blank area right of the Total column on the 1973 line; both are speckle, not text. Every row's Precomplaint + Postcomplaint equals the printed Total, so no internal inconsistencies were found.
