p. 20. The crop is a chart page (Chart No. 5, "Unfair Labor Practice Merit Factor"), not a numbered statistical table: the upper two-thirds is a horizontal bar chart by fiscal year and the transcribed grid is the small data panel printed beneath the chart, with fiscal years 1964-1974 as columns and three percentage rows. The stub column carries no printed heading, so header cell 0 is empty. Row labels are printed in two or three lines in small caps and have been joined ("PRECOMPLAINT SETTLEMENTS / AND ADJUSTMENTS (%)"; "CASES IN WHICH COMPLAINTS / ISSUED (%)"). The "(%)" in each label is set in very small type and could also be read as "(S)" or "(X)" in this scan, but "%" is the only sense-making reading. The chart's legend ("PRECOMPLAINT SETTLEMENTS AND ADJUSTMENTS" / "CASES IN WHICH COMPLAINTS ISSUED") and the chart's axis labels ("Fiscal Year", "Percent", 0/15/30/45) are graphic elements and are not transcribed as rows. The value labels printed at the end of each bar repeat the TOTAL MERIT FACTOR row exactly (33.4, 35.5, 36.6, 36.2, 34.7, 32.3, 34.2, 31.2, 32.7, 31.9, 31.6); in several of those bar labels the decimal point failed to print ("34 7", "31 2", "32 7", "31 9"), but the table panel below prints them clearly, and every column's two components sum exactly to the printed total, which supports the digits as transcribed. The bulleted narrative text below the table ("Closed-a total of 41,100...", etc.) is running body text, not part of the table.
