"Number of cases" spans the four petitioner columns at the top level, and "Identification of petitioner" spans the same four at the second level. All rows cross-foot correctly (e.g., 1+0+0+1 = 2 for Pending July 1, 1972). There is a small ink speck in the Union column on the "Closed fiscal 1973" line, just left of the digit 0; it is a stray mark, not a decimal point or footnote marker. The footnote marker 1 on the caption line belongs to the caption, which is excluded per instructions.
