There is no 3-union subtotal row and no panel B on this image, and no footnote text is printed on the crop (the caption carries a raised 1 marker, but the note it points to falls outside the crop), so `footnotes` is empty. Arithmetic check: every row and both printed subtotals foot exactly, with one exception. "AFL-CIO v national v. national" prints 186 in "Total valid votes cast", but its printed components sum to 185 (185 + 0 + 0 + 0); the "Total votes for no union" cell on the won side is printed as a dash rule and is transcribed as "". Either the 186 is a misprint for 185 or a faint "1" sits in that dashed cell. Transcribed as printed. Doubtful glyphs, all resolved by the row arithmetic: "Teamsters v. Teamsters" / "Total valid votes cast" prints a stray comma after the digits ("171,"); transcribed 171 (= 166 + 5). The body is cut off by the bottom of the crop after "AFL-CIO v. local v. local"; the rest of the 3-union block of panel B continues on the next page. The scan is coarse 1-bit type in which the digit 3 closes up and reads like an 8 at this resolution. In seven cells the glyph is doubtful and I read it as 3 because the row sum (won total + won no-union + lost total + lost no-union = total valid votes) and the relevant column total both agree: "Total representation elections" / lost "AFL-CIO unions" = 63,220; "Other national unions" / "Total valid votes cast" = 37,222; "Other local unions" / "Total valid votes cast" = 14,893; "Teamsters" / lost "Total votes for no union" = 32,637; "AFL-CIO v. Teamsters" / "Total valid votes cast" = 17,838; "AFL-CIO v. Teamsters v. national" / won "AFL-CIO unions" = 392; "2-union elections" / won "Total" = 33,492. Every other row and every column total in the crop balances as transcribed. The section line prints "B" followed by a wide space before "Elections in RC cases"; the period after B is not legible in the scan and I supplied it. Likewise the period after "v" in "National v. local" is not legible, and in "Teamsters v. local" speckle in the word "local" makes it look like "luocal". Dash rules ("-----" / "----") in the body are rendered as empty cells; printed zeros are kept as 0.

p. 250. Continuation page: no column headings are printed on this crop, so header_rows is empty. The grid has 14 columns (stub + 13 numeric). Column identity was confirmed by arithmetic: col 1 is the overall total, cols 3-6 break down col 2 (AFL-CIO / Teamsters / other national / other local), col 7 is a single figure, cols 9-12 break down col 8 in the same four categories, and col 1 = col 2 + col 7 + col 8 + col 13 in almost every row. The crop opens in the middle of the RC-case section (section B continues from the previous page; its first rows are not on this image) and is cut off at the bottom: section D ends at "Teamsters v Teamsters" and the table continues on the next page. Arithmetic anomalies, transcribed exactly as printed: - Section C, "AFL-CIO v. AFL-CIO v. local": the row's components (188 + 75 + 0 + 4) give 267, not the printed 263; "AFL-CIO v. Teamsters v. Teamsters": components (0 + 0 + 3 + 0) give 3, not the printed 7. The two printed totals do sum to the subtotal 270, so the "4" in the last column looks as if it was set on the wrong line (it would make both rows balance if it belonged to the second row). - Section D, "AFL-CIO", column 7: I read "1,312" on both passes, but both the row sum (2,808 + x + 1,919 + 4,379 = 10,421) and the column sum against the 1-union subtotal (1,734) require 1,315. The final digit of this cell is doubtful; every other figure in the section reconciles. Minor legibility points: several figures carry stray specks of ink from the scan that are not footnote markers (leading marks before 2,424 and 678, before 29 in the 1-union elections row of section C, before 6 and 51 in "Teamsters v. national", before 0 in "AFL-CIO v. national" col 11 and "AFL-CIO v. local" col 12, and before 3,215 and 169,556 in "Total RC elections"). As a check only: every row's "Total" won/lost equals its four component union columns, each row's "Total valid votes cast" equals won + no-union-won + lost + no-union-lost, and the "3 (or more)-union elections" subtotal equals the sum of the three detail rows above it, in every column. No misprint detected.
