Final Outcome of Representation Elections in Cases Closed, Fiscal Year 1973

p. 244. CROP IS INCOMPLETE. The image shows only section "A. All representation elections" and ends mid-table: the last transcribed row ("AFL-CIO v. AFL-CIO v. Teamsters v. local") is clipped at the bottom edge of the crop, and further rows (the remainder of the multi-union group, its subtotal, and any later lettered sections) continue below. The footnote markers referenced on this page — the raised 1 on the caption and the raised 2 on the "Total elections" heading — point to footnotes that are not printed within the crop, so `footnotes` is empty. SCAN DROPOUT, DECIMAL POINTS. This is a 1-bit scan and the decimal point in the "Percent won" column is lost on many rows: the page literally shows "48 5", "100 0", "79 1", "88 9", "75 0", "50 0", "0 0", etc., while neighbouring rows in the same column retain a visible point ("48.4", "52.6", "59.9", "49.1", "66.2", "77.4", "86.8", "88.2", "76.5", "91.7", "100.0"). I have written the point uniformly, since the column is a one-decimal percentage throughout and each value reconciles with Total won ÷ Total elections (e.g. 1,432/2,952 = 48.5; 461/583 = 79.1; 8/9 = 88.9; 0/1 = 0.0). SCAN DROPOUT, PERIOD AFTER "v". The same dropout affects the abbreviation in the stub labels: some rows show "AFL-CIO v national", "Teamsters v local", "AFL-CIO v AFL-CIO v Teamsters" with no point, while most show "v.". The typesetting is uniform on the page, so I have written "v." in every label. WRAPPED LABEL. "AFL-CIO v. AFL-CIO v. AFL-CIO v. AFL-CIO" is printed on two lines, breaking after "AFL-" with the hyphen; joined here as one row. DOUBTFUL CELLS. In row "AFL-CIO v. national v. local", the "Other national unions" cell under "Employees eligible to vote — In units won by" carries a stray comma-shaped mark beside the digit; it reads 0, which is what the row requires (17 + 0 = 17 in elections won). In row "AFL-CIO v. AFL-CIO v. AFL-CIO v. AFL-CIO" the same column holds a dash rule with a stray dot above it, transcribed as empty. ARITHMETIC. Every row and both subtotals verify: Total elections = Total won + Elections in which no representative chosen; the four union columns sum to Total won; Total employees = In elections won + In elections where no representative chosen; the four "In units won by" columns sum to In elections won; and the "1-union elections" and "2-union elections" lines equal the column sums of the rows above them. No misprints detected.

p. 245. Crop is a continuation page: the first three rows finish section A (3-or-more-union and total lines), then the centred section line "B. Elections in RC cases" begins a new section. The table is cut off at the bottom edge — the last transcribed row, "AFL-CIO v. national v. national", sits on the bottom rule and further rows continue on the next page. No footnote text is printed on this crop, although the caption carries marker 1 and the "Total elections" heading carries marker 2. Decimal points in the "Percent won" column have largely dropped out of this 1-bit scan, so most values read as e.g. "100 0", "80 9", "50 2", "65 5", "88 0", "91 4", "78 1", "77 8"; only a few ("51.1", "50.4", "60.4", "75.3", "78.6", "100.0" in the last row) show the point clearly. I have transcribed all of them with the decimal point, since every value is a one-decimal percentage and each one checks against "Total won" divided by "Total elections". The same dropout affects the periods after "v" in the row labels (e.g. "AFL-CIO v local", "AFL-CIO v AFL-CIO v. AFL-CIO", "AFL-CIO v national v national"); I have written "v." uniformly. "AFL-CIO v. local", column "In elections won": printed mark between the 11 and the 072 looks like a period rather than a comma ("11.072"); transcribed as 11,072, which is also what 6,200 + 4,872 gives. "National v. local", column "In elections won": a stray mark precedes the figure on the page (".2,040"); transcribed as 2,040, consistent with 294 + 1,746. Rows "AFL-CIO v. Teamsters v. national" and "AFL-CIO v. Teamsters v. local": the four "In units won by" sub-columns are tightly set and faint here, and the column assignment of 865 / 0 / 51 and 0 / 775 / 0 was settled by the row sums (865+0+51 = 916; 0+775+0 = 775) and by which unions participate in each pairing. These are the least certain cells on the page. All other rows cross-foot: the component columns sum to "Total won", "In elections won" and the subtotal/total lines ("1-union elections", "2-union elections", "Total representation elections") agree with their constituent rows, so no misprints are suspected elsewhere.

p. 246. No column headings appear on this crop (it is a continuation page), so header_rows is empty. The grid has 16 columns: stub plus 15 value columns, counted from the vertical rules — (1) number of elections, (2) percent won by unions, (3) elections won by unions, (4)-(7) the four-way breakdown of elections won (AFL-CIO, Teamsters, other national, other local), (8) elections won by "no union", (9) employees eligible, (10) employees in units choosing representation, (11)-(14) the same four-way breakdown of those employees, (15) employees in units choosing no representation. Blank cells printed as leader dots or dash rules are rendered "". Crop boundaries: the image opens in the middle of section B's "3(or more)-union" block for RC cases — earlier rows of that block (and all of sections A/B above) are cut off above the top edge, so the six rows shown do not sum to the "3(or more)-union elections" subtotal of 40. The table also continues past the bottom edge: section D ends mid-block at "Teamsters v. local", with no subtotal, total or footnotes visible. Percent column, dropped decimal points: the column is uniformly one decimal place, but in several cells the point did not survive the scan and prints as a gap. I transcribed the point. Affected cells: "Total RC elections" (reads "52 8"); "AFL-CIO v. AFL-CIO v. Teamsters v. local" (reads "100 0"); and in section D, "Other local unions" ("37 5"), "AFL-CIO v. AFL-CIO" ("75 0"), "AFL-CIO v. Teamsters" ("100 0"), "AFL-CIO v. local" ("100 0"), "Teamsters v. national" ("100 0"), "Teamsters v. local" ("100 0"). Suspected misprint: section C, row "AFL-CIO", column 11 (employees in AFL-CIO-won units) reads "8,187" and is transcribed as printed. It is almost certainly 3,187 — the same row's column 10 is 3,187, 3,187 + 3,997 = 7,184 (its column 9), and the "1-union elections" subtotal for column 11 is 3,187 with no other row contributing. The leading glyph may be a degraded 3 rather than a true 8. Doubtful glyph: section D, row "AFL-CIO v. local", column 15 — the character is broken in the scan and resembles a "G". Read as "0", consistent with 1,022 - 1,022 = 0 and with the sibling rows in the block. All other rows check out internally (column 3 = sum of columns 4-7; column 3 + column 8 = column 1; column 10 + column 15 = column 9; columns 11-14 sum to column 10), and every subtotal and total row sums its member rows correctly.

p. 247. 16 columns, 3 heading levels. "Total elections 2", "Elections in which no representative chosen", "In elections where no representative chosen" and the stub are tall cells spanning all three levels; the six sub-headings under "Elections won by unions" span levels 2-3; "Total" and "In elections won" span levels 2-3 under "Employees eligible to vote". This crop continues Table 13 from the preceding page: the first two data rows and the "2-union elections" subtotal belong to a two-union group whose earlier rows are printed on the previous page, so there are no section-label rows here. Decimal points in the "Percent won" column are faint or lost in the scan ("100 0", "96 4", "30 5" in Local v. local, 2-union elections, 3(or more)-union elections and Total RD elections); transcribed as 100.0, 96.4, 30.5 by analogy with the clearly printed 100.0 in the first row. All four are consistent with Total won / Total elections. The periods after "v" in the row labels are inconsistently legible in the scan (e.g. "Teamsters v Teamsters", "AFL-CIO v Teamsters v. Teamsters"); transcribed uniformly as "v." since the dropped dots look like scan loss. "3(or more)-union elections" is printed tight with no clear space between the "3" and the parenthesis; transcribed as seen. Cells printed with a dash rule ("----" / "------") are transcribed as "", and a few such cells (e.g. Other local unions in the Teamsters v. Teamsters row) are simply blank; a printed 0 is kept as 0. In the "2-union elections" row, the value 3,416 (In elections won) is followed by a small raised speck. It is read as a printing artifact, not a footnote marker, because the table has only footnotes 1 and 2 and the value is not otherwise annotated. Rows "AFL-CIO v. Teamsters v. Teamsters" and its neighbours are tightly spaced and their dash fills crowd the Teamsters column, so column placement there was confirmed against the "3(or more)-union elections" subtotal: 0+1+1=2 (AFL-CIO unions won), 2 (Teamsters won), 0+8+17=25 and 22 for employees, which fixes the 2 and the 22 in that row under Teamsters. Every printed total is internally consistent: 11+8+1+7=27 and 27+1=28; 1,715+1,155+27+519=3,416 and 3,416+108=3,524; 2+2+0+1=5 and 25+22+0+340=387; 81+33+13+11=138, 138+315=453, 6,522+2,057+431+903=9,913, and 9,913+10,094=20,007. No suspected misprints.
