In the UC column of the second "By Board decision" row (under "Certification amended or unit clarified" / "After hearing") a small speck precedes the digit, printing roughly as ". 1"; it is scanner dirt or a stray period rather than a footnote marker or digit, and the value is transcribed as 1. All printed totals are internally consistent (AC 37+12+17=66; UC 36+119+95=250, and each section's before/after and decision splits add up), which supports that reading. No footnotes are printed under the table.
