The grid has 14 cells per row: stub plus 13 data columns, counted from the vertical column rules and confirmed by the fully populated rows (e.g. the "C. By amounts of monetary recovery, total" row and the two rows below it, which print a value in every one of the 13 columns). "B. By number of employees affected:" and the two lines ending in a colon ("Employees receiving backpay:" and "Employees reimbursed for fees, dues, and fines:") are label-only section lines with no values; "C. By amounts of monetary recovery, total" by contrast is a data row carrying values, so it is transcribed as one row. Cells that print only a dash rule ("----") are given as "". In the "Hiring hall rights restored" row there is a small ink speck immediately left of the dash rule in column 7 (and a stray dot above column 6); both are scan artifacts, and that cell is a dash rule, hence "". In footnote 2 the punctuation after "remedial action" is indistinct in the scan (it renders as a detached mark that could be a semicolon, period or comma, set off by a space); it is given here as a semicolon, which matches the sentence structure and the wording used in other years' reports.
