The stub heading likewise spans both levels.\n\nThe table is internally consistent vertically: "By regional directors" (96, 13, 76) + "By Board" (15, 2, 7) = "Decisions issued after hearing" (111, 15, 83), and the two indented Board sub-rows (10, 2, 2) + (5, 0, 5) = "By Board" (15, 2, 7).\n\nHowever, the first column does not equal AC + UC on most rows as printed: Hearings completed 83 vs 9+65=74; Decisions issued after hearing 111 vs 15+83=98; By regional directors 96 vs 13+76=89; By Board 15 vs 2+7=9; After transfer... 10 vs 2+2=4. Only "After review of regional directors' decisions" (5 vs 0+5=5) adds. All values are transcribed exactly as printed; nothing was computed or corrected. The AC/UC breakdown may omit a case type (e.g. combined AC/UC cases) that is included in the first column, or the printed figures may contain a misprint.\n\nThe scan is a coarse bitonal image; digits are legible but the "9" in the AC column of "Hearings completed" and the "65" in its UC column are the least crisp cells.
