The grid above is the data strip printed below the chart, which lists the plotted values; the fiscal-year labels on the chart's horizontal axis (stub label "Fiscal Year") serve as its column headings, so they are given as the single header row. The chart's own title lines ("ADMINISTRATIVE LAW JUDGE HEARINGS AND DECISIONS" / "(PROCEEDINGS)"), the vertical-axis label "Proceedings" and the axis scale marks (0, 200, 400, 600, 800, 1,000, 1,200) belong to the chart graphic and are not transcribed as grid cells. Each of the two row labels is printed on two lines next to a legend swatch (a solid black block for "Hearings Held", a hatched block for "Decisions Issued"); those swatches are symbol keys, not footnote markers, and are omitted. Doubtful cells, all from scan speckle rather than ambiguous typesetting: "Decisions Issued"/1963, read as 675 (the hatched bar top sits at roughly 674 on the scale, which rules out 625); "Decisions Issued"/1965, read as 875 (bar top near 873); and "Decisions Issued"/1967, read as 934, where a stray mark touches the final digit. The 1973 bars appear drawn slightly shorter than the printed values 1,132 and 1,058 would place them, but the printed figures are transcribed as they stand. Surrounding running head, page number, chart caption and body text are excluded.
