p. 22. The crop shows no table caption, so the table's subject is not recoverable from this image; the columns are Fiscal Year (stub), Precomplaint, Postcomplaint, Total. Header: the stub heading is printed on two lines ("Fiscal" / "Year") and is joined here into one heading. Directly above the "Precomplaint" and "Postcomplaint" column headings there are two solid black blobs on the upper header line (three stacked black bars over Precomplaint, one solid black rectangle over Postcomplaint). These are illegible — they appear to be inked-out or over-struck text, or a scanning artifact, and no characters can be made out. Nothing is reconstructed for that level, so only the one legible heading level is given. The "Total" column has no text on that upper line. Arithmetic check: for every one of the 11 years the printed Precomplaint + Postcomplaint equals the printed Total exactly, so no misprints are suspected in the body. In the 1965 row there is a small stray tick/speck immediately to the left of the Total value "3,824". It is page dirt rather than a footnote marker (no other row carries one, and the value sums correctly), so it is not transcribed. A thick horizontal rule runs across the top of the crop (above the headings) and another closes the table below the 1973 row; both are rules only and carry no text. No footnotes are printed under the table.
