p. 20. The crop is a page carrying Chart No. 5, "UNFAIR LABOR PRACTICE MERIT FACTOR" — a horizontal bar chart of fiscal years 1963-1973 with a three-row data table printed beneath it. Only that data table is transcribed. The chart's legend ("PRECOMPLAINT SETTLEMENTS AND ADJUSTMENTS" / "CASES IN WHICH COMPLAINTS ISSUED"), the chart's axis labels ("Fiscal Year", "Percent 0 / 15 / 30 / 45") and the running body text below the chart are not part of the grid. The table has no stub heading; the stub cell of the header row is blank. Decimal points: the scan is degraded and many decimal points did not reproduce, printing as a gap (e.g. "17 5", "19 4", "20 2", "36 2", "13 8", "14 4"). Every value in the table is a one-decimal percentage, so these have been transcribed with the decimal point restored. This reading is corroborated arithmetically — the two component rows sum exactly to the TOTAL MERIT FACTOR row in all 11 columns (17.5+14.8=32.3, 17.8+15.6=33.4, 19.4+16.1=35.5, 19.4+17.2=36.6, 20.5+15.7=36.2, 20.2+14.5=34.7, 18.4+13.9=32.3, 20.4+13.8=34.2, 17.7+13.5=31.2, 18.3+14.4=32.7, 18.2+13.7=31.9). TOTAL MERIT FACTOR, 1963 column: the leading digit is broken in the scan and reads like "J2.3"; it is a damaged "3", so the cell is transcribed as 32.3 (consistent with the 32.3 label on the 1963 bar and with 17.5+14.8). The bar chart above prints the same total merit factor values as end-of-bar labels (32.3, 33.4, 35.5, 36.6, 36.2, 34.7, 32.3, 34.2, 31.2, 32.7, 31.9); these duplicate the table's third row and are not transcribed separately.
