0 of 16 figures sit in a row or column sum that works out.
p. 285. Six printed columns: stub (no heading printed), Total, and four petitioner columns. The spanner rule under "Number of cases" begins to the right of the vertical rule that closes the Total column, so "Number of cases" is transcribed as spanning only Employer/Union/Courts/State Boards and "Total" as a tall heading spanning all three heading levels; a reader might instead read "Number of cases" as covering Total as well. The Courts column is empty (dash rules) in every body row, as is Employer and State Boards in the "Pending July 1, 1971" row. The "5" glyphs in the Union column for "On docket fiscal 1972" and "Closed fiscal 1972" are slightly blurred and could be misread as 6, but the row arithmetic (9 = 3+5+1, 7 = 2+5+0) supports 5. All printed row totals are internally consistent with their components.
