The body is indented in three levels (the two "By ..." rows under "Decisions issued after hearing", and the two "After ..." rows under "By Board"); horizontal rules separate those groups. Indentation is not represented in the grid, and the labels are transcribed as printed. Internal arithmetic does not reconcile across the two panels of columns, transcribed exactly as printed: "Hearings completed" shows 100 cases but AC 9 + UC 90 = 99; "Decisions issued after hearing" shows 104 but AC 12 + UC 81 = 93. Within the AC and UC columns the components are self-consistent (8 + 4 = 12; 71 + 10 = 81; and 89 + 15 = 104 in the first column), so the UC value 81 for "Decisions issued after hearing" is corroborated by its own sub-rows and was not altered. The discrepancy may reflect that the first column counts cases while the last two count actions, or it may be a misprint in the source. All digits are clearly legible; no cells were doubtful. The caption carries footnote marker 1 but the caption itself is excluded per instructions.
