No column headings are printed for either block, so header_rows is empty. No footnotes are printed under either block. Crop issues: the topmost line of the image is clipped to roughly its lower half and is the lead-in sentence to block 1 (legible only as something like "A breakdown of appeals court rulings in fiscal 1972 follows:"); it is running text, not a column heading, so it is not transcribed. At the bottom, "Withdrawn ... 28" sits flush against the crop edge; block 2 may continue with further lines (e.g. a total or additional dispositions) below the crop. Note that 110 + 12 + 28 = 150, and the narrative says the 110 granted were 90 percent of contested cases, which suggests the three printed lines are not a closed set. All values are legible and unambiguous; no doubtful digits or footnote markers were seen.
