Reader’s notes

p. 34. This is an inline two-column tabulation set in running text, not a ruled table; it carries no column headings, so header_rows is empty. The crop clips a partial line of body text above the first row ("The contested decisions follow:") and a partial line below the last row ("This ... of the... "); both are narrative text, not table rows, and are omitted. The body is organised by horizontal rules: a double rule under "Total contested Board decisions", a single rule under "Unfair labor practice decisions" (over its four indented components), a double rule before "Representation decisions total", a single rule under it (over its three indented components), and a double rule before the final three decision rows; all of these are rules rather than data and are not transcribed as cells. Printed figures are internally consistent: 800+11+32+78 = 921; 126+40+265 = 431; 921+431+10+4+1 = 1,367. Typesetting puts a space after the comma in "1, 367", normalised to 1,367. All digits are clearly legible.
