Reader’s notes

p. 26. Four columns, confirmed by the four underscored heading blocks. This is the data table printed beneath a bar chart (median days elapsed in representation cases): small graphic legend swatches (solid black, diagonal hatch, horizontal stripes) sit above the three data-column headings; they are chart keys, not text, so they are not transcribed. Each heading wraps onto two or three printed lines and is joined into one line here; there is only one heading level. The cells rendered as "" in the "CLOSE OF HEARING TO BOARD DECISION" column (1962-1972) and in the "CLOSE OF HEARING TO REGIONAL DIRECTOR DECISION" column (1961) are printed as a short dash, not left blank, and are treated as dash cells under the dash-rule rule; a reader who needs the distinction between a printed dash and a true blank should know every such cell in this table carries a dash. The pattern is consistent with the Board's 1961 delegation of representation decisions to Regional Directors: 1961 has a Board-decision figure (65) and no Regional Director figure, and from 1962 on the reverse. No footnotes, caption, or page furniture appear in the crop; nothing appears cut off at the edges.
