p. 20. The crop is Chart 5, "UNFAIR LABOR PRACTICE MERIT FACTOR" — a horizontal bar chart with a small data table printed underneath it. Only that data table is transcribed. Excluded from the grid: the chart's plot area (fiscal-year bar labels 1962-1972, the "Percent" axis 0/15/30/45, and the value printed at the end of each bar), and the legend line "PRECOMPLAINT SETTLEMENTS AND ADJUSTMENTS / CASES IN WHICH COMPLAINTS ISSUED". The bar-end values duplicate the TOTAL MERIT FACTOR row of the table. Body text below the chart is also excluded. Decimal points: this is a 1-bit scan and the period dropped out of many cells, which print as e.g. "17 5", "19 4", "33 4". I have written these as decimals (17.5, 19.4, 33.4) rather than as a space, because the period is clearly a scan dropout and not typesetting: within each column the two component rows sum exactly to the TOTAL MERIT FACTOR row under that reading for all eleven years (15.3+15.4=30.7; 17.5+14.8=32.3; 17.8+15.6=33.4; 19.4+16.1=35.5; 19.4+17.2=36.6; 20.5+15.7=36.2; 20.2+14.5=34.7; 18.4+13.9=32.3; 20.4+13.8=34.2; 17.7+13.5=31.2; 18.3+14.4=32.7). No digits were inferred — only the separators. Cells where the point is plainly visible in the image: 1962, 1968 and 1972 in row 1; 1963, 1964, 1968 and 1972 in row 2; 1962, 1967, 1968, 1969, 1970, 1971 and 1972 in row 3. Row labels are set in small all-caps and each wraps onto two printed lines (rows 1 and 2); they are joined here. The percent sign in the "(%)" suffix of each label is faint and partly broken in the scan but is legible as "(%)". The stub has no heading.
