Doubtful row — "NLRB-initiated actions": the four cells transcribed as 5 (In courts of appeals, Number decided), 4 (In courts of appeals, Upholding Board position), 0 (In district courts, Number decided) and 1 (In district courts, Upholding Board position) are reported exactly as they read on the scan, but they do not cohere. (a) The district panel is internally impossible as printed: 0 decided yet 1 upholding. (b) The row's three detail lines (To enforce subpena, To restrain dissipation of assets by respondent, To defend Board's jurisdiction) sum to 4 / 3 / 1 in the appeals panel and 1 / 1 / 0 in the district panel. (c) The "Totals—all types" line also implies 4 / 3 / 1 and 1 / 1 / 0 for this row (17 − 9 − 4 = 4; 11 − 7 − 1 = 3; 26 − 21 − 4 = 1; 24 − 20 − 3 = 1). So either the source misprinted this summary line or these small digits were misread at the available resolution; I could not magnify the crop to settle it. Every other row in the table sums correctly, both down into its detail lines and across the appeals + district panels into the total panel. The first three cells of this same row (5, 4, 1 in Total—all courts) do agree with its detail lines and with the column totals, so only the appeals and district figures are in question. Spelling "subpena" and the hyphen in "NLRB-initiated" are as printed. A small speck sits just right of 43 in the "Totals—all types" Total—all courts column; it is scanner dirt, not a footnote marker, and has been omitted. Row labels wrapping over two lines ("To restrain dissipation of assets by respondent", "Proceeding in unfair labor practice case") have been joined. The final "Other" row is set at the outermost stub indent, level with "NLRB-initiated actions" and "Action by other parties", so it is a third top-level category and not part of the "To compel NLRB to" group (the "Other" immediately above it is).
