Every arithmetic relation I could check is internally consistent, which supports the digit readings: for each division subtotal, each of the 16 numeric columns equals the sum of its member states; for each state row, Total elections = (union-won total) + (no representative chosen), union-won Total = AFL-CIO + Teamsters + Other national + Other local, Total valid votes cast = (votes for unions, Total) + (Total votes for no union), and votes-for-unions Total = its four components. No discrepancies were found, so no suspected misprints. Minor typographic details: the heading reads "Valid votes cast for unions" with extra letterspacing, transcribed as a single space; a stray comma-like ink mark sits just left of "391" in the West North Central row (Number of elections won by unions, Total) and was treated as a printing artifact, not part of the value. Leader dots after row labels were dropped as instructed.

The glyph is likely a damaged \"3\" read as \"0\"; the hundreds-of-thousands digit is the doubtful character.\n - South Atlantic, last (16th) column: printed \"38,649\", but the nine member states sum to 38,639. Either the tens digit of the subtotal, or a tens digit in one of the nine state values above it, is misread/misprinted; I could not resolve which at this resolution.\nEvery other column in every one of the four regional blocks reproduces its subtotal exactly, and the internal identities hold for all 25 state rows: column 10 + column 15 = column 9, and column 11 + column 12 + column 13 + column 14 = column 10. The two tall headings ("Division and State 1", "Total elections") and the three single-level headings between the two spanners are repeated in both header levels. All cross-checks hold: the five State rows sum exactly to the Pacific line, Virgin Islands + Puerto Rico sum exactly to Outlying areas, and in the grand-total row the four union breakdown columns sum to each "Total" (2,453+1,349+418+225 = 4,445; 172,606+42,563+34,525+34,145 = 283,839), 4,445+3,917 = 8,362, and 283,839+230,445 = 514,284. The scan is heavily broken-up, so 5/6 and 3/8 shapes are locally ambiguous (e.g. Washington "Other local unions" = 5, Washington valid votes "Other national unions" = 52, Virgin Islands "Total votes for no union" = 5), but each of those was confirmed by the subtotal arithmetic above.
