Reader’s notes
p. 181. 12 columns: stub, "Total elections" (a tall heading spanning both header levels), then five Number/Percent pairs. The stub column has no printed heading. Decimal points: this is a coarse 1-bit scan and the period is dropped out or reduced to a gap in a number of percent cells. I transcribed the decimal point in every such cell because the column is uniformly one-decimal percentages and every value then reconciles with its own Number/Total-elections ratio. The affected cells (row / column) are: All representation elections / Objections only Percent ("8 6" → 8.6) and / Objections and challenges Percent ("1 9" → 1.9); In RC cases / Objections only Percent ("8 9" → 8.9); In RM cases / Objections and challenges Percent ("2 1" → 2.1); In RD cases / Objections only Percent ("6 2" → 6.2) and / Total objections Percent ("6 4" → 6.4); Consent elections / Challenges only Percent ("1 6" → 1.6); Stipulated elections / Total challenges Percent ("4 5" → 4.5); Expedited elections / Total objections Percent ("18 2" → 18.2); Board-directed elections / Total objections Percent ("18 3" → 18.3). Footnote marker on the "Total challenges" heading and on the second footnote line is a raised glyph that images closer to a "3" than a "2"; since only two footnotes are printed and the first is 1, I read both as 2. Expedited elections has a dash rule ("------") in the three Percent cells beside its three zeros (Challenges only, Objections and challenges, Total challenges); those are transcribed as empty. The section line "By type of case:" carries a colon; "By type of election" shows no colon in this scan, though a faint one cannot be ruled out. Arithmetic check (not applied to any cell, reported only): all five Number columns and Total elections sum correctly across the three case types and across the five election types to the "All representation elections" line. One printed percent rounds oddly — In RC cases / Total challenges Percent is printed 4.7 where 371/7,778 = 4.77; transcribed as printed.
