Eleven columns: stub plus five two-column panels (All R, RC, RM, RD, UD), each with "Number of cases" and "Percent of cases closed"; a double rule separates the RD panel from the UD panel but adds no column. The stub heading "Stage of disposition" spans both heading levels. Decimal points: the typesetting prints percentages with a space after the point ("100. 0", "46. 7"); these are written closed up. In several percent cells the point itself has dropped out of this bitonal scan and the scan shows only a gap — "100 0" in the RM, RD and UD total cells, "37 2" (RC, after issuance of notice before close of hearing), "8 7" (RM, after issuance of regional director's decision), "9 9" (RD, same row), and "1 5" (RM, after issuance of Board decision). They are transcribed with the point restored. The RD percent cell on "After issuance of Board decision" is printed as a bare "8" with no visible leading point; it is transcribed as ".8". All of these readings are corroborated by the printed column arithmetic: each panel's five number entries sum exactly to its printed total (12,896; 10,912; 1,077; 907; 163) and each panel's percentages sum to 100.0 as transcribed. Blank cells: in the UD "Percent of cases closed" column the rows "After hearing closed before issuance of decision" and "After issuance of Board decision" carry a dash rule, recorded as "". Their UD "Number of cases" entries are a printed 0. The title's footnote marker 1 sits on the caption, which is excluded per instructions.
