p. 174. This crop is a continuation page: no column headings are printed on it, so header_rows is empty. The grid has 16 columns — the stub plus 15 numeric columns, confirmed by the column rules and by rows such as "Board decision" (686, 2.9, 59.6, 540, 3.4, 92, 1.7, 36, 2.0, 3, .4, 2, 4.1, 13, 2.9). The numeric columns run as a three-column total group (number, percent, percent) followed by six number/percent pairs, one pair per case type; the pair in columns 10-11 is the CD (jurisdictional-dispute) pair, which is consistent with footnote 2 and with the 10(k) actions row carrying 678 and 97.2 there. Cells rendered "(2)": in the two "Before issuance of complaint" rows the column-10 cell holds only a parenthesized raised "2", i.e. a pointer to footnote 2 standing in place of a figure.
